I have contacted who I bought the pump from to see how long it had been sitting, wondering if the diesel that was in the pump might be stale.

So after giving up and taking it to my local diesel injection specialist (actually knew quite a bit about the pumps when I had questioned him in the past), he has come back with the pump as being faulty. He has said that "There was water in the fuel pump – rust present – control sleeve was seized and was not delivering any fuel" The seller is saying he doesn't know how this could happen when it came from a working van and I don't think he is lying about it.

So my question is how would the water have likely got in there in the first place? he said it was sitting for "less than a year" after it was pulled so I am guessing it was idle for at least a few months. Does that diagnosis seem like a reasonable explanation of what probably was the issue?

I have attached a couple of pics they have included for me but have no idea of what I am looking at.

It may have been running on dirty veg oil/diesel before being laid up because it wouldn't run any more.

Looks like rust from water and not veg oil deposits.
The top pic of the governer flyweights with rusty end, this is fitted at the top of the pump so there must have been a lot of water in there. :shock:
Bottom pic is the rusty distributor head and control sleeve.

Probably water in the veg oil which got past the filter. Happens.

I think that water got into the pump during its washing.
Six years ago I bought a pump in Spain, it was clean on the outside and there was water in it.
The motor started up on it, but did not develop speed, since the blades of the vane booster pump were rusted.
Repair cost me $ 200, after repair the pump works great.
In your pump, rust damaged the plunger pair or the steam was just worn out.
Replacing the plunger pair will cost as much as another pump.
In Kiev, a new plunger pair costs 316 euros and $ 200 repairs.
I think the pump should be returned to the seller with a refund.
Recently, my friend, who is repairing Ford Transit, got into the same situation, replaced the pump, and the engine would not start.
He, on my advice, installed the nozzle outside the engine so that you could see the spray of fuel.
The nozzle did not open and there was no fuel atomization.
The pump has been returned to the seller.
